Only two states have legalized gambling since the beginning of In 22 others that have faced the issue, voters, lawmakers or the courts have refused to do so. The seemingly inevitable spread of gambling, from two states eight years ago to 24 today, has slowed. A week later, the gambling floor was under water, in the city's worst flood in 30 years. Tax payments to the state and city also stopped. The construction barricades and torn pavement that were supposed to be temporary inconveniences when construction began in January have come to seem permanent. The prime owner of the new casino would be Harrah's Entertainment Inc. SOME analysts say that even the reorganization plan is too rosy. Harrah's won government approval for its casino with extravagant projections of revenues and tax payments -- numbers certified by investment bankers, accountants and state officials. The experience of New Orleans, the nation's largest city to welcome casinos, holds lessons for the many other cities considering projects of their own. Last month, a powerful state senator pleaded guilty to illegally aiding a video poker machine company that mobsters reputedly control. The prospect that their deadlock might leave New Orleans with no casino at all mightily displeased Edwin Edwards, then the state's Governor. Reed, executive vice president of Harrah's Entertainment. The temporary casino, which was to operate until the permanent one was ready, opened on May 1 last year. Meanwhile, instead of having the world's largest casino, New Orleans has the world's largest tombstone to the gambling industry's ambitions. Bet on It," said full-page newspaper ads last Nov. Now, Louisianans suffer in the knowledge that most serious gamblers follow the billboards straight from the New Orleans airport to the Gulf Coast in Mississippi. Wagering amounted to only 40 percent of what Harrah's expected. By the time the Harrah's Jazz project crashed, two New Orleans river boat casinos, including one owned by Mr. Bankers Trust signed up as a big lender. Logan 4th, president of the Louisiana Landmarks Society. Even there, arguments continue over whether gambling's economic advantages are worth the rise in crime, bankruptcies and compulsive wagering. Harrah's raved about its prospects for bon temps. THE Harrah's case is hardly the first to sour Louisianans on gambling. The company promised to turn New Orleans visitors into gamblers -- and the nation's gamblers, who usually flock to Las Vegas, into visitors. State and local officials, strapped for cash, gambled that the casino would bring relief, and budgeted accordingly. And at 3 A. Having decided to cut back the casino space, Harrah's Jazz and the city are hunting for other tenants -- perhaps a jazz museum.{/INSERTKEYS}{/PARAGRAPH} Both the city, days from passing its budget, and the state cut hundreds of jobs. Hemmeter to form a partnership, with some other local investors thrown in. The landmarks group got an immediate court order to halt the bulldozers. One day late in , frantic callers told preservationists and politicians that the company's bulldozers were ramming over trees around the statue's plaza, in preparation for moving the statue itself. Harrah's faces a June 10 deadline for winning tentative approval of a reorganization plan that would give bondholders The company is seeking an extension to persuade the city and state, its creditors and a bankruptcy judge to let it break its commitments, chopping the new casino's size and lowering the company's tax obligations by about half. Harrah's executives, blaming their woes here on conditions set by the famously colorful state and local politicians, say they are having much more luck elsewhere. Although Louisiana law expressly forbade gambling, state lawmakers, flush with campaign donations from the casino industry, finessed the point in the late 's by defining gambling on river boats as "gaming. Reed of Harrah's. The company argues that a gleaming new casino, safe and convenient to the major hotels, can still prove to be a powerful tourist draw. And the Mississippi coast, unlike New Orleans, began with no other tourist attractions besides some sparsely visited beaches. Despite Mr. Harrah's had the license, but Mr. New Orleans voters could bring the Harrah's project to a permanent halt. But today the casino, larger than a Manhattan block, sits empty and unfinished, a decaying hodgepodge of Greek Revival columns, French Second Empire towers and skeletal, exposed beams. Visualizing this right now takes some imagination. The chief lesson is that the turnout in an untested urban market can be wildly overestimated. Hemmeter's head start, Harrah's was not about to quit. Industry lobbyists no longer predict that almost every state will have casinos by the turn of the century. The value of the bonds began falling. Harrah's Jazz antagonists called the bankruptcy filing last Nov. While Harrah's Jazz bonds were still trading at a sharp discount last week, Harrah's Entertainment stock has recovered, on takeover speculation and continued expansion elsewhere. Not that Harrah's Jazz would publicly acknowledge any doubts. Thousands of wage earners, including state and local government employees, construction workers and the staff of a temporary Harrah's casino across the French Quarter, were abruptly laid off. Reed's social life has lately amounted to endless rounds of meetings with vengeful bondholders and outraged politicians. The temporary casino was supposed to provide the rest of the construction money. In , he helped persuade the Legislature to permit a single casino based on land. The state, near the bottom in virtually every indicator of wealth and education, desperately needed to offset revenue losses from the oil and gas industries. Problem was, Harrah's Jazz planned a wide driveway for buses right over the same spot. The casino's initial attractions were obvious. Gambling would begin once they reached international waters, where it is legal. Harrah's public relations gaffes have compounded the bad luck. In the state's newly legalized video poker industry, several organized-crime figures have been convicted of Federal offenses. The Governor commanded Harrah's and Mr. Bondholders, led by Fidelity, claimed the right to take control, as the bankruptcy reorganization will probably allow them to do. Hemmeter, had already filed for bankruptcy protection. Casino developers and politicians in Miami, Detroit, Philadelphia and Chicago all have plans. But instead of enticing more tourists, the temporary Harrah's casino that opened a year ago depended primarily on local folk. Hemmeter still held the lease. The casino was to include five vast courtyards, each with its own theme, ranging from the Mardi Gras Court, its florid decor borrowed from the annual parades and the city's ancient clubs, or krewes, to the Smugglers Court, a historical tribute to crooks who operated at sea. Hemmeter, a hotel developer from Los Angeles, had much greater casino projects in mind than his New Orleans river boat, however. One end boasts classical columns, cornices and a pediment. It didn't help that the temporary casino was right across the street from a housing project. WHILE Louisiana could become the first state to uproot its casinos and video poker machines, gambling is having a hard time advancing in many other states. Even New Orleans residents wanted to work in the casino -- the pay and benefits were attractive -- but not necessarily gamble there. Edwards never hid. {PARAGRAPH}{INSERTKEYS}IT looked like a sure bet: the world's largest casino, a Las Vegas under one roof, in the heart of New Orleans, a city with 10 million tourists a year. Harrah's Jazz let go about 1, construction workers and 2, casino employees, and filed for bankruptcy protection. From the outside, it is tough to tell whether the building is going up or coming down. The growth opportunities for Harrah's are more limited. A gilded statue of her astride her horse, holding her banner high, has become a beloved landmark. Hemmeter, proposing to tear down the Rivergate and build a grand new gambling palace, beat out a rival bid by Harrah's, which initially wanted to just renovate the existing building. The Secretary and the saint both stood their ground. There lies as much casino space as in Atlantic City, the product of far less political intrusion and a much more modest start. Most of the financing required other people's money. Sixty percent of the casino customers were local. At about 3 A. The other is all scaffolding, girders and beams. Denying reports of financial troubles or bankruptcy preparations, the ads noted that Harrah's Entertainment had provided a written completion guarantee. In April, the State Legislature, once filled with gambling proponents, gave Louisiana's parishes, or counties, the right to vote this November on whether to stop gambling operations within their boundaries. Gambling was one of the many pleasures Mr. The next year, the city granted him and Caesars World a lease on its Rivergate Convention Center site next to the French Quarter, in the middle of the hotel district, where Canal Street approaches the Mississippi River. Casino executives and especially politicians also learned in New Orleans that less is sometimes more. Harrah's went along with the Hemmeter vision: first, a temporary casino, in the old municipal auditorium, then a permanent casino at the Rivergate site -- with , square feet, larger than anything in Las Vegas. Soon, analysts were challenging Harrah's projections for its permanent casino. Early last year, the courts ruled that because this was Federal property, only the Secretary of the Interior could budge Saint Joan for the buses. For many proud residents, no episode was so emblematic as the company's confrontation with Joan of Arc, the Maid of Orleans and the city's patron saint. Rather than letting several companies test the market with smaller casinos, as Mississippi did with great success, officials in Louisiana licensed a single huge project, anticipating higher tax revenues as a result. Hemmeter, the sole license for the casino. But in the case of Harrah's, Louisiana and New Orleans now don't even have tax revenues or jobs. The tourists Harrah's expected never showed up.
